Adjust Permissions

Note: this feature is only applicable for those with update rights

Permissions are as follows:

• read: May view any published questions and answers
• new.question: may ask a new question
• new.answer: May provide an answer to any question
• new.category: may create a new category
• update: may edit and delete questions and answers; may adjust the tool options which include moderation, anonymity, notification and default settings
