1) The Director-General may, subject to such conditions as he or she may determine, delegate any of his or her powers or assign any of his or her duties to the Director-General, or an officer or employee referred to in section 2(1)(b), and may at any time cancel any such delegation or assignment.
2) A delegation or assignment under subsection (1)--
a) shall not divest the Director-General of the power delegated or duty assigned, and he or she may at any time amend or set aside any decision made thereunder; and
b) shall not prevent the exercise of the power or the performance of the duty concerned by the Director-General himself or herself.
