Thank you for responding to my message on your participation in the IPEP. Some asked about the project objectives, outputs, type of reports, possibility of using experts and others want to participate in all reports. Also about terms and conditions of participation was asked for clarification.
 
First of all I would like to remind you about my message of 11 August (below) which had all necessary project documents including the project overview, activity guidance document and the four report formats. The reports are: POPs Country Situation, POPs Policy Brief, POPs Hotspot for a Contaminated Site and POPs Hotspot for Pattern of Practices. They are all attached again for your reference. Please, also read another message (to be resent) on endorsement of the IPEN Stockholm Declaration and registering as IPEN Participating Organization.
 
One organization can work on one report but organizations are encouraged to share and exchange information depending on the areas. The funds will be provided by the IPEP as supported by GEF and other supporters including NGOs and NGO Networks. The amount will vary but shouldn't be too high. More details on funding and proposal formats will follow after receiving your intent to participate with all the requested information (refer message of 11.8.2004 below).
 
This is a two year project but the reports will be required within one to four months to provide light for other activities like information and public awareness campaigns, training and awareness workshops and participation in the National Implementation Plans (NIPs) of the Stockholm Convention on POPs. The reports shouldn't cover everything in detail for the whole country (Activity Guidance Document).
 
On the other hand, experts can be used as advisors but not as consultants (not consultancy work) as the project aims to build capacity of NGOs to participate in the implementation of the Stockholm Convention, so we should not lose track on this. 
 
It's my hope that I have addressed most of the issues raised by some of you. I decided to copy to all to avoid repetition of the same queries.

Subject: IPEP NGOs in South Africa

I'm pleased to inform you that the International POPs Elimination Project (IPEP) officially started in May and the process of selecting NGOs to participate in the execution of the project in different countries is almost completed. We had difficulties with South African NGOs/CSOs but hope you are ready to work and catch up with other countries in the Anglophone Africa Region. 
 
This is a two years project,  conceived by the International POPs Elimination Network (IPEN)'s mission to facilitate effective involvement by its participating organizations in local, national and international activities to promote the elimination of POPs (Persistent Organic Pollutants) and other persistent toxic substances. The project will support NGOs in selected countries (developing and countries in transition) to contribute to country preparations for the implementation of the Stockholm convention on POPs. The project will support preparation of various types of documents and other activities in a prescribed format and time.
 
The countries to participate in the project have been grouped into eight regions where there will be one coordinating NGO as a Regional Hub. AGENDA for Environment and Responsible Development (AGENDA) in Tanzania has been selected the Regional Hub for the Anglophone Africa. About six countries have been selected in the region  to participate in the project. For all regions, only NGOs (about four per country) that will demonstrate their capacity and experience in chemical safety issues, preferably POPs will be selected. Since the project will involve regular communication and weekly reporting on the progress, reliable communication is a necessity.
 
Countries selected in the region are Tanzania, Kenya, Uganda, Indian Ocean Islands (regarded as one country), South Africa and Nigeria. However, selection with Tanzania, Kenya and Uganda is completed and proposals have been developed. We would like to have about four active NGOs/CSOs in South Africa working on chemicals management, preferably POPs to involve them in the project.
 
There are four reports to be produced, of which we would wish each NGO/CSO work on one report. They are:
 
1. POPs Country situation report
2. POPs Policy brief report
3. Hotspots reports with two reports 
   a) POPs Hotspot report for a contaminated site
   b) POPs Hotspot report for pattern of practices
 
AGENDA being the Regional Hub would invite the organizations to submit their intent to participate, describing their involvement on chemical related issues, contact details and person, office hours etc. and if they are still interested to continue working on chemical safety. Please also indicate legal status of the organization and their linkage to any chemical related national and/or international network. We would also appreciate if you could point the report area you would like to work on.
