OH5.10: Evaluation of Heat Stress - Thermal Regulations |
Regulation 5(4) of the Environmental Regulations for Workplaces regulates workers' exposure to hot environments. The regulations require, where the average WBGT index exceeds 30 ºC in the environment in which an employee works, that an employer take the following steps:
Heat stress is a function of environmental conditions and heat generated by the body. To predict how the body will react one needs to take into account the nature of the work performed as well as environmental heat. The American Conference of Governmental Industrial Hygienists has compiled a list of permissible heat exposure threshold limit values, (TLV's) and these are reproduced below. These TLVs are for workers who are acclimatised to hot work environments, to the work they do, and who are physically fit.
Permissible Heat Exposure Threshold Limit Values (ºC WBGT) | |||
Work-rest regimen |
Light | Moderate | Heavy |
Continuous work | 30.0 | 26.7 | 25.0 |
75% work - 25% rest | 30.6 | 28.0 | 25.9 |
50% work - 50% rest | 31.4 | 29.4 | 27.9 |
25% work - 75% rest | 32.2 | 31.1 | 30.0 |
Light: hand work such as writing or hand knitting, use of two
arms: filing metal, planing wood or raking garden
Moderate: work with the body (cleaning a floor, beating a carpet) Heavy: with one arm (hammering in nails), using the whole body (laying railroad track, digging, debarking trees) |
